Safe Transfer is part of the swipesign Business subscription: 10 transfers a month included, then billed per transfer. The pricing page calls it eDelivery: same feature.
What a transfer costs
It depends on how the recipient has to prove themselves to get in.

All prices net, excl. VAT. On the annual plan the allowance is 120 transfers pooled across the year. Recipients never pay, and there is no limit on how many you add.
VAT follows your billing country, and a validated VAT ID means reverse charge and no VAT added. See VAT ID and invoices.
When a transfer counts
At the moment you send, not when the recipient verifies or downloads.
Soft limit, not a block
A used-up allowance stops nothing. The eleventh transfer of the month goes out like the first; it just appears on the invoice. The Subscription page shows the counter if you'd rather not be surprised. See What counts against your allowance.
